mc-4.5.11: create_vcs erroneously creates /dev/vcs0

Hi,

there are no such things as /dev/vcs0 and /dev/vcsa0 under Linux
(since 2.0.33 at least). create_vcs should create /dev/vcs, and
/dev/vcsa instead. Also the check at the beginning must be adapted.

I'm not providing a patch, because I don't know how much
backward-compatibility is wanted.
