LANG & LC_ALL

Hello people

I have two ?s:
1. Gnome after starting change the values of $LANG and $LC_ALL which I set
in /etc/sysconfig/i18n. How can I prevent GNOME from changing these
variables?
2. It's not really a GNOME related question, but may be anyone know where
can I change a font of window titles in Enlightenment?
