Gdk and Locale

Somehow, when I start Panel, I get:

   Gdk-WARNING **: locale not supported by C library

No environment variables of the form LC_* are set by me before panel.
Panel tries to set LC_CTYPE to en_US, this is not recognized by
FreeBSD 3.3.

How do I get panel to refrain from setting this variable?
Alternatively, should I be making sure /usr/share/locale contains
stuff for en_US?
