The bug tracker is particularly picky about what it will accept.  Your
message had the following To: line:
  To: "'submit@bugs.gnome.org'" <submit@bugs.gnome.org>

It is expecting just submit@bugs.gnome.org.  If you can get your mail
client to use this format, then you should be able to submit the bug
report.
