Panel Config Missing

My Panel config in the control center is missing.  I just reinstalled my
system (RPMs were being mean to me again), and I reinstalled all my
GNOME stuff (most of it recompiled for a PII, except some packages like
gtop and such that refused to build... another story).  The global panel
config isn't in my control center

I had this problem the first time I updated to gnome-core 1.1, but I
forgot what it was you guys told me to do to fix it.
