Installing Gnome as root

I am having a problem running Gnome outside of the root account! If I am 
logged in as root there is no problem, but when I log in as a regular user 
it starts up with the standard fvwm95 gui. I downloaded the RPMS from the 
Gnome site and followed the instructions on 
"www.gnome.org/start/getting_sh.shtml". Did I do something wrong???
