Future of panel menu

Some of you may remember a discussion in January under the title "My
Little Wish List for GNOME", which concerned the design of the panel menu.
At the time I had written up a web page summarizing the discussion and
adding a lot of my own ideas. Then my web host went down, and although I
found a new site, I have been too busy to bother with putting the page
back up.
I'd like anyone and everyone's feedback on the ideas put forth in my page.
I am especially interested in a layering of the interface to provide
access to the menu through CORBA as well as the GUI. In fact, these ideas
can be applied to programming in general. I also discuss methods of
inheritance which could be used to give the administrator and end user a
form of joint control over what the user's menu looks like. Thanks for
