control-center 1.0.6

The latest control-center (1.0.6) did not have a correct .spec file. So
trying to build and RPM with rpm -ta xxx.tar.gz did not work. But ut I
unpack the tar.gz archive and does a ./configure followed by a "make
dist" the archive that is created does have a correct spec file and
everything works.

Does that mean that the person who packages the control-center does not
use the "make dist"? And why not in that case?
