I've noticed this before too, though I have been too lazy to investigate.
It seems that if you pause too long while cycling through the list, it
starts over at the begning again. I also would love to be able to cycle
through _all_ the windows, and not just those in my current virtual
desktop or whatever E calls them.

I am fairly certain that E controls this.
