No, this would be the wrong way to do it. The correct way would just be to
write a panel applet that reads in the bookmark file upon startup and then
every time the user opens up the bookmark menu on the panel the applet
would check Netscape's bookmark file to see if it has changed since the
last reading of it. If so, update the applet's bookmarks.
