Make install from the distribution I listed does properly install the 
header file:

+ install -c -m 0444 xpm.h /usr/X11R6/include/X11

I used these commands to configure and install xpm-3.4k:

	xmkmf -a
	make
	make install && make install.man
	ldconfig
