So a systems adminsitrator can make sure you have certain things available
in your menu.  GNOME is not just for the home user.

If you want to make the stuff from the System menu available and
completely customizable, open up the foot (eew, squoogy), right click on
"System menus" and select "Add this to your personal menu".  Then right
click on the foot, select "Properties..." and turn System menu off.  You
then have a fully customizable user menu, with all the stuff that was in
your system menu.  The system menu is still there, quietly in the
background, so you don't have to worry about it unless you need it again.
