The Win32 port of The Gimp is still X based, and requires
an X server to run on M$ Windows.  It is not a native Win32 
port of the libraries.

Personally, I'd like to be able to run the same programs on
the Unix boxes at work as on my desktop box (NT).  I haven't
been motivated enough to even think of biting that off yet.
However, the Cygnus GnuWin32 tools are an excellent starting 
point for C/C++  Unix -> Win32 porting.  IMHO, the only problem
with the CygWin32 environment is that by the time you're done,
you're administrating both a Unix and NT box...
