For ISDN, i use:

ppp-on:
/sbin/isdnctrl dial ippp0

ppp-off:
/sbin/isdnctrl hangup ippp0


However, i would like to have a possibility to give feedback on the status
of the connection (i.e. if your connection has been cut off).
