_Xsetlocale reference?

Has anyone gotten an undefined reference to _Xsetlocale while compiling
gnome-libs/libgnome out of CVS?  It's been a while since I've refreshed
my CVS (couple months, maybe).  I tried a fresh checkout, but got the
same thing.  I tried grepping for the symbol, but couldn't find it.
Never had a problem with it before.  Do I suddenly need a new libXt?

I don't know if this is related, but 'cvs -z3 checkout ...' seems to
want to put most of the gnome-libs sub-modules in the same directory
level as gnome-libs.  I had to move intl/, support/, macros/, and
libvfs/ into gnome-libs by hand.  Same with libIDL/ and ORBit.

Is my CVS acting up?  Should I upgrade to a newer version of CVS?  I'm
using whatever comes with RH5.0.
