Libpng is the "PNG Reference Library", i.e. it is the standard functions
for manipulating PNG format image files.  PNG is a lossless image
compression format with many advantages over GIF, including a lack of
license problems and an Alpha channel.  Many GNOME images are in PNG
format, so you really should have it.
