There is no such thing as a "simple sgml-to-html converter" :-)
The SGML and DocBook tools are not hard to install (if you install
Mark Galassi's RPMS, just make sure you install sgml-common before
everything else).
Bad hack: you could just install Emacs psgml-mode and the DocBook
DTD, and use sgml-hide-tags. If you go as far as installing this,
you are very close to installing everything, though.
