gnome-core seems broken now

Hello all,
I have been updating my copy of the cvs stuff and now gnome-core seems
to want to be broken. It fails with:
make[2]: Entering directory `/home/ben/src/gnome/gnome-core/panel'
make[2]: *** No rule to make target `/usr/local/include/glibconfig.h', needed by `applet-lib.lo'. Stop.
make[2]: Leaving directory `/home/ben/src/gnome/gnome-core/panel'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/ben/src/gnome/gnome-core'
make: *** [all-recursive-am] Error 2
Now glibconfig.h is not in /usr/local/include, but in
/usr/local/lib/glib/include. The configure scripts seems to be
picking this up as the Makefiles have -I/usr/local/lib/glib/include in
them, but it still fails.
Any help would be appreciated.
