Applet Writing Document Draft 1

OK ... I've quazi finished the little tutorial on writing panel applets,
right now it's in the gnome-core/panel directory in the cvs ... it's
called APPLET_WRITING ....

it should describe all the issues with applets such as the orientation
stuff session saving and multi applets (as far as they work now)

it might be good for the tips and tricks web page on the gnome site I
guess ...
