two small bugs in panel and gnome-font-select

Hi,

there are two minor bugs in the recent panel and font-selector:

Panel: If you start the panel the information about explicit and
automatic hiding is not restored. If you enter the configuration dialog
and set the panel to automatic hiding and enter accept the panel jumps
from the botton to the top, even if the radio button "botton" is checked. 
If you close the configuration dialog and reopen it, the radio button top
is checked. 

gnome-font-select: If you resize the gnome-font-selector and click on one
of the options menu the gnome-font-selector will resize back to its
original size.
