Why not just append to the URL, treating archives as directories, e.g.
file://usr/src/mico.tar.gz/README
ftp://www.redhat.com/pub/RPMS/mico-1.2.3.rpm/usr/doc/mico-1.2.3/README
Even a web-page could be viewed as a directory of links althoug naming
might be problematic :-]
