This step is wrong.  Or, rather, it is outdated.

Instead you must check out one or more of the new, split, cvs modules.

gnome-libs is required at least; you must build and install this
first.  gnome-core is some core stuff that is useful.  The rest
depends on what your interest is.

You can use "cvs co -c" to get a list of all the modules.
