i18n questions

 Well, while doing the portuguese translation I noticed some things are not
translated and while trying to find out why I got some doubts I hope
someone can answer.
I think every file that needs to be translated needs to include
either "libgnome/gnome-i18n.h" or "libgnome/gnome-i18nP.h", the first being
for programs and the second for libraries. Also they need to include
<config.h> before one of these files to define ENABLE_NLS.
If the above is right(I hope it is) I have this questions:
 - Which files need to include <config.h> besides the ones including one of
the i18n files?
 - None of the files in libgnomeui should include "libgnome/libgnome.h"
because it includes gnome-i18n.h(not gnome-i18nP.h).

Also, according to your answers is this patch right (the "Browse..." label
in a gnome-file-entry was not being translated).
