Gnome policy question: dot-files...



I had a question on the (un)official policy on behavior of rc or
dot-files.  

For example take mkisofs, not a gnome program, but I am writing a
gtk/gnome front-end.  the program will create the .mkisofsrc file on the
fly.  Should it not do this if one already exists in say
/home/joeuser/.mkisofsrc?  Should there be a toggle to use internal or
external .mkisofsrc?

In this case, I am thinking just ignore any existing file, but does that
violate any "niceness" rules?  Maybe just move the existing one to
.mkisofsrc.bak?
