the answer would be this, the panel stores "Extern" int he id_str field of
the info structure until it knows the ior ... so for some reason the id_str
was not set to that ....

(BTW this is a part of the panel that needs a little bit of cleanup, the
string ID's are there for historical reasons and should disappear since the
type field is used, but for now there're there to put up with :)
