Cant get passed gnome-libs when compiling

Iwas able to compile the required support libs (mico, gtk, etc.) in the
order according to the compiling directions on gnome.org.  However, once
I get to gnome-libs I have problems.  I am able to configure fine, but
when compiling I get:

In file included from gnome-app-helper.c:15:
../libgnome/gnome-i18n.h:16: libintl.h: No such file or directory

I searched around and noticed that the /gnome-libs-0.20/intl/  had a
link from  libintl.h to libgettext.h .  Should this link be in all the
source directories??
