Read permissions are not needed for programs to execute.
Traditionally, games are set no not be readable. On multi-user
systems, you can set a cron job to turn on/off access to the
/usr/games directory at peak (office) hours, for example.
If the games are executable but not readable, then users cannot
bypass this mechanism by copying the game to their home directory.
A little obsolete in the age of the internet, where they could
just download the executable from somewhere else, but someone
may still be using it.
