Fix for dl&dlerror test in gnome-libs

This patch fixes (for me) the test for dlerror in gnome-libs/configure.in --
first, it changes the ordering of tests for dlopen to <no libs>, -ldl,
-ldld.  Then, it checks for dlerror in the same place that dlopen was just
found.  Seems logical, and works for me.

Also, there is a repost of my patch to fix the test-suite in gnome-libs.  It
seems like you guys missed it last time around.
