problems with panel and config/session saving [again]

panel from the CVS creates a directory tree instead of
files/sections/keys. I think this is a gnome-config problem. deleting
old config files does not help and, of course, the panel can't restore
config or load session info on restarting.

this is what panel creates in ~/.gnome:

bash-2.01$ ls -lR .gnome/panel*
.gnome/panel-Session-1100000000000089617280900000179860002:
total 0
-rw-rw-r-- 1 jaka jaka 0 Jul 5 22:13 Applet_Dummy
-rw-rw-r-- 1 jaka jaka 0 Jul 5 22:14 panel

.gnome/panel.d:
total 1
drwxr-sr-x 2 jaka jaka 1024 Jul 5 22:13
Session-1100000000000089617280900000179860002

.gnome/panel.d/Session-1100000000000089617280900000179860002:
total 3
-rw-rw-r-- 1 jaka jaka 68 Jul 5 22:13 Applet_1
-rw-rw-r-- 1 jaka jaka 139 Jul 5 22:13 Applet_2
-rw-rw-r-- 1 jaka jaka 353 Jul 5 22:13 panel
