Newer versions of automake (1.2e, and 1.2f, which should be released
in about 5 minutes) compute the dependencies as a side effect of
compilation.  If you use 1.2f, it will fix this problem.

As a workaround for the time being, you can also just run the command
to create gnome-panel.h by hand.
