While I wholeheartedly agree in principle, *so many* people have already
been programmed to expect Exit under File.  (Actually, under the
leftmost menuitem, whatever it is labelled.)
The leftmost menuitem, whether labeled "file" and merged with file
actions or not, can be thought of as the application menu.  Exit does
belong here.  Pretend that "File" really says "Application and File."
