Yes.  Allowing for multiple-key sequences mapping to a single symbol, of
course.  (For the benefit of the emacs ppl.)
Of course, the number of possible symbols is great.  It should include
things such as "open" "next buffer" "search again" "search forward"
"copy" etc. etc.
Also, it is sensible that an application could create new symbols;
these new symbol names would be exposed to the user for modifying the
bindings.
