There is a high probability of red herrings with this problem.

I've encountered it as well, and while I can't remember my solution :)
I do know that it didn't involve ORBit.

I suggest the brute force approach, it seems to work well for me:  wipe
out all CVS directories, and install new copies of autoconf, automake,
libtool, and gnome/*.
