Strange 0.99 RPM bug (poptHelpOptions)

I am encountering a strange 0.99 RPM bug. Panel looks nice, but all apps
fail with

/usr/lib/libgnomeui.so.0: undefined symbol: poptHelpOptions

Any ideas? I installed EVERY rpm from the directory, so it should be that.
