It doesn't require the apt package, it's just that you can use apt-get to
grab the snapshots if you do have the apt package.
Without apt, you can just use ftp, ncftp, lftp, filerunner, or a similar
program to download the packages in /pub/GNOME/debian/dists/released on
ftp.gnome.org and then install them with:
dpkg -i foo.deb
apt-get is much easier though; it is probably in the project/experimental
directory on some but not all Debian mirror sites (some mirrors don't
carry the experimental stuff).
However, I would suggest waiting for new packages, they should be out soon
and ten times nicer than those old ones.
