Nope, that is not the problem. I encountered this myself doing an
ORBit build a few days ago.
What you need to do is a make clean in ORBit/idl-compiler (and
perhaps libIDL) and then do a make and make install in these
directories before building the rest of ORBit.

had not been rebuilt even though something that it depended on
indirectly must have changed. Almost all of the idl-compiler
directory had undergone changes (apart from orbit-c-header.c)
so I did not try to investigate which dependency had been missed.
