It would be a great thing to have, the trick is doing it all-GUI (i.e. the
xkeycaps approach of dumping stuff to be manually fed to xmodmap is not
very user friendly).
I don't think an xkeycaps keyboard picture will fit in the control center
either, so you might have to rethink the UI. Maybe just write a simple
control center panel that only allows you to remap the keys people
usually want to remap (backspace/delete, capslock/control, windows keys,
etc.) - it could pop up an extra xkeycaps-style window if you clicked some
button.
A good project for someone to take up...
