But wheel movements don't really correspond to either the arrow keys,
or Page up/down, do they?  In an editor or word processor, pressing
arrow keys just moves the point, without necessarily scrolling the
screen.  On the other hand, page up/down scroll by a screenful, which
does not suit me well.

That stuff should be in Gtk (or whatever the low-level layer is),
because it *belongs* there.  Anything else is a hack.
