Bug Tracking System

I have been going through the GNOME bug tracker:

and have a request and suggestion.
Request:
I have fixed a bug or two and request access to be able to update
the bug tracker, who do I send my request/info too? And how would I log in?
The suggestion(s):
Going through the reports, I notice many bugs have already been fixed or
addressed. Can someone take the responsiblity of glancing through and updating
periodically?
Or a better (dangerous?) idea, set it up so that those that have access to
CVS can log into the bug tracker with the same userid.
I also noticed some items were not bug reports, but closer to feature requests,
should these really be in with all the bugs? Maybe a "requested" section can be
added, OK, I'm getting a little out of bounds, I'll stop now ;)
