gnome desktop icon

I'm working on an X-configurator application. I want to install a desktop
icon "xconf.desktop" such that when users are added to the system, this icon
will show up on their desktop. The idea is that this will be installed on
"clean" systems, and this icon should appear for all users added, whether
using GNOME or KDE. I have this working in the case of KDE, I put the
desktop file in /etc/skel/Desktop.... easy. But with Gnome I can't figure
out how that works. I know with RH Linux 6.2... we put a similar file into
/usr/lib/desktop-links/ to get a Gnome desktop icon, but this doesn't see
to work for version 7.1.
Any ideas? How I can get a desktop icon in Gnome?
