IM(V)HO,
There should be a system (or campus?)-wide MIME database in
/etc/somewhere, or /usr/share/somewhere, plus user-level config files in
~/.somewhere, allowing both administrative control and user tweaks. Doing
one or the other but not both strikes me as being a bit silly. The key
here, of course, is getting everything talking to the same format of
config files..
