Yes, there's a good description of this in the paper on the
www.coas.org web page.  Bruce Perens seemed interested in writing a
Gtk-based front-end for the COAS framework.

I know Linuxconf is fairly mature, but COAS seems to be out of the
vaporware stage and far enough along that there's a stable code base
to build from.

Linuxconf isn't described as well in the documentation that I've come
across.  Does it have this same type of separation between function
and presentation that would allow its configuration modules to be used
by both KDE and Gnome (and other) user interfaces?
