Configuration tools

I wondered what tools the KDE and Gnome folks plan on using for system
configuration tasks such as maintaining the passwd file, the fstab
file, and so on.  There seem to be a number of viable alternatives in
this area.  Offhand, I can think of at least three:

  - COAS, at http://www.coas.org/
  - Linuxconf
  - the Dotfile Generator

A big win would be to find an approach that would allow the KDE
developers to set up a Qt-based front end, the Gnome developers to set
up a Gtk-based front end, and the actual configuration modules could
be set up to interoperate with either front end.  I know that at least
COAS would allow such an inter-project cooperative approach.
