Yes, defintely needs a better intro.

Yes it's original. The only place the URL has been shown is 
#gnome-hackers. It has been linked from the SingleInstance wiki page 
though.

It needs other changes as the method in the article has issues with 
focus-stealing and window raising. I'm not sure what the ETA could be on 
finishing a nicer intro and fixing these issues could be.
