I've reached https:/ftp.ubuntu-tw.net which is also a popular mirror in Taiwan. It seems we need to give them a rsync password: https://wiki.gnome.org/Infrastructure/Mirrors#Applying_to_become_a_mirror?
Also, I've emailed Taiwan's National Center for High-performance Computing and we also need to give them a password
