Prerequisites

This meets prerequisites on https://wiki.gnome.org/Sysadmin/MailingLists/NewListRequest#New_List_Requirements. The only purpose of this list is for testing formatted emails from the Foundation.

Requested details

1. The list name: test-list
   I would like this to be a private list, its only purpose is to test designed/marketing emails to make sure we won't run into any formatting errors if sent to other mailing lists
2. The e-mail address of the primary/initial list administrator: chenriksen gnome org
3. (no archives to move)
