[Bug 797115] Add hooks in the video-subtitles repository to automate translated subtitle generation

I don’t really have expectations about that and I guess that’s up to you. As
long as we can get them and upload them to Youtube, that should work. Bonus
points if video@gnome.org gets an email notification so we know there’s an
updated version to upload.
