Same situation here.

I did accept the new terms from GitLab.com a while ago but double checked by
logging in and visiting https://gitlab.com/-/users/terms

I also revoked access for the gnome instance of GitLab under Settings >
Applications, but auth is still not possible. Error message is still the one
mentioned in the description above.
