[Bug 765704] Add tiles.gnome.org as a proxy for third-party tile servers used today

Thanks Jonas for submitting this bug!
I think in case we go for our own tile server, we might want to co-ordinate
with a possible set up of an OpenTripPlanner transit routing server (as
mentioned in https://bugzilla.gnome.org/show_bug.cgi?id=764748).
It may (or may not) be possible to use the same physical machine (although I
guess both uses are quite RAM-consuming).
