Blocking based on the user-agent (which we'll need to add to geocode-glib, bug
756313) should be possible on Nominatim's side but won't be enough.
I think that we should pass on the original IP address to the nominatim server,
so that they can block based on that address, not simply ours. So they could
block, and we could block as well.
Do we have good error handling in geocode-glib to send "too many queries" back
to the application?
